ISO는 최초로 전세계적으로 합의된 Net Zero 가이드라인을 출시했습니다.

1년이 조금 넘는 기간 동안, 100개 이상의 국가에서 온 1200개의 기관과 전문가들이 협력적이고 합의에 기반한 프로세스를 통해 합의된 명확하고 조화로운 정의와 지침을 제공하는 문서를 제작하였습니다.

넷 제로에 대한 일반적인 이해

“넷 제로” 가이드라인은 다음을 위한 공통 경로를 설정합니다.

넷 제로 및 관련 용어 (온실가스 제거, 상쇄, 가치 사슬 등)의 정의, 직접 배출, 구매 에너지로부터의 간접 배출 및 조직의 활동에서 발생하는 기타 간접 배출 사이의 범위 차이를 명확히 한다.
기후 중립을 달성하고자 하는 모든 행위자를 위한 높은 수준의 원칙,
가능한 한 빨리, 늦어도 2050년까지 그곳에 도달하는 것에 대한 실행 가능한 지침.
그리고 투명한 커뮤니케이션, 신뢰할 수 있는 주장, 배출, 감소 및 제거에 대한 일관된 보고. 이 지침은 기존의 자발적 계획의 추진력을 기반으로 하며 그 영향력을 증가시킨다. 표준화된 “넷제로” 주장은 비교하기가 더 쉬우며 앰비션 루프(Ambition Loop)를 생성하며 더 나은 규제를 통해 확장될 수 있다.

국제 워크숍 협약이란 무엇일까요?

긴급한 시장 요구 사항에 대응하기 위해, 국제 워크샵 협약은 ISO 위원회 구조 외부의 워크샵 메커니즘을 통해 준비되며, 전 세계적으로 가장 광범위한 관련 당사자가 참여할 기회를 보장하고 개별 참가자들 사이의 합의에 의해 승인됩니다. 해당 주제를 다루는 기존 ISO 위원회가 있는 경우, 발행된 국제 워크샵 협약은 유지보수를 위해 자동으로 이 위원회에 할당됩니다. 국제 워크샵 협약은 발행 후 3년이 경과한 후 검토되며, 시장 요구 사항에 따라 공개 가능 규격(PAS), 기술 규격 또는 국제 표준이 되도록 추가로 나아갈 수 있습니다. 국제 워크샵 협약은 최대 6년 동안 존재할 수 있으며, 이후 철회되거나 다른 ISO 문서로 변환됩니다.

ISO launches Net Zero Guidelines at COP27

ISO has launched the first globally agreed Net Zero Guidelines.

This landmark publication provides much needed guidance and clarifies key concepts and terminology around Net Zero.

In little over a year, 1200 organizations and experts from more than 100 countries have produced a document that provides clear, harmonized definitions and guidance, agreed through a collaborative and consensus-based process.

The new ISO Net Zero Guidelines, developed through ISO’s International Workshop Agreement process, define key concepts and lay the foundation for accountability and reporting.

Launched at COP27, the Net Zero Guidelines tackle a major road block for a world where greenhouse gas emissions are reduced to the minimum and balanced by removals: the fragmented net zero governance landscape. Competing approaches and concepts for “Net Zero” sow confusion. The Guidelines provide a common reference for collective efforts, offering a global basis for harmonizing, understanding, and planning for net zero for actors at the state, regional, city and organizational level.

A common understanding of “net zero”

The Net Zero Guidelines set a common path for:

the definition of “net zero” and related terms (greenhouse gas removals, offsetting, value chain, etc), clarifying the differences in scope between direct emissions, indirect emissions from purchased energy, and other indirect emissions arising from an organization’s activities
high-level principles for all actors who want to achieve climate neutrality,
actionable guidance on getting there as soon as possible, by 2050 at the very latest, and
transparent communication, credible claims, and consistent reporting on emissions, reductions and removals. The Guidelines build on the momentum of existing voluntary initiatives and increase their impact. Standardized “net zero” claims are easier to compare, create an ambition loop, and can be scaled through better regulation.

Broad consensus built through an open process

More than 1,200 experts from over 100 countries contributed to make the Net Zero Guidelines an effective common reference for net zero guidance.

ISO’s International Workshop Agreement (IWA) process provided the perfect platform to facilitate broad and direct participation.

What is an International Workshop Agreement?

In order to respond to urgent market requirements, International Workshop Agreements are prepared through a workshop mechanism outside of ISO committee structures, following a procedure that ensures the broadest range of relevant interested parties worldwide have the opportunity to participate, and are approved by consensus amongst the individual participants in the workshops. If there is an existing ISO committee whose scope covers the topic, the published International Workshop Agreement is automatically allocated to this committee for maintenance. An International Workshop Agreement is reviewed three years after its publication and can be further processed to become a Publicly Available Specification, a Technical Specification or an International Standard, according to the market requirement. An International Workshop Agreement can exist for a maximum of six years, following which it is either withdrawn or converted into another ISO document.
